Every new car in Singapore requires a Certificate of Entitlement (COE) before it can be registered. COEs are obtained through a bidding process, and like any auction, the final price is unpredictable until the bidding closes.

When you buy a new car, dealers typically offer a guaranteed COE package, meaning the COE cost is included in the price, and you’re assured of securing the COE regardless of market fluctuations.

Alternatively, some dealers offer non-guaranteed COE packages, which are usually priced lower. However, with this option, there’s no certainty the dealer will secure the COE for you after the bidding period. It’s essentially a risk that the COE price will drop, which is why these packages can be cheaper — but it carries the possibility of extra costs if the COE ends up being higher.
